  3. Program Budget Workshop
    Minutes: Today's presentation of the Academic/Business Plan is made to provide the Board Members with an "in process" update of the framework that has been developed for the plan as well as the strategic process being used to review and develop programs for the Superintendent's consideration for the 2007-2008 school year.

    The goal of the finalized plan will be to provide a comprehensive plan of strategic, district-wide initiatives that will be monitored and reported through the use of a balanced scorecard beginning with the 2007-2008 school year.

    Nat Harrington, Chief Information Officer, provided Board Members with a synopsis of the activities that will be taking place during Black History Month.

    Dr. Robinson questioned the FCAT blackout period and how it affects the teaching of the African-American curriculum.

    Mr. Harrington allowed Board Members to view public services announcements that will be aired on The Education Network during Black History Month.

    Marc Baron, Chief of Performance Accountability, reviewed the following information: Decision Matrix - New Program; Decision Matrix - Existing Programs; and Balanced Scorecard.

    Mike Burke, Chief Financial Officer, reviewed the next steps that will be taken during this budget process.

    Mr. Burke continued his presentation with a summary of the Florida Education Finance Program and highlighted the following areas: K-12 Unweighted FTE's; K-12 Weighted FTE's; Base Student Allocation; District Cost Differential; Lottery - Discretionary; Lottery - School Recognition; SAI; Safe Schools; STAR Program; Declining Enrollment Supplement; McKay Scholarships; Discretionary Funds; Education Technology; Instructional Materials; Recruitment and Retention; Student Transportation; Teacher Lead Program; Teacher Training; and Class Size Reduction.

    Mr. Moore reviewed an Open Letter from the group “Florida TaxWatch” and commented on the impact in terms of the current environment we are in.
